WAHJUDI WARDOJO (INDONESIA)ON BEHALF OF ASEAN(BRUNEI DARUSSALAM, CAMbodia, indonesia, lao pdr, malaysia, myanmar, the PHILIPPINES, SINGAPORE, THAILAND AND VIET NAM)ON THE OCCASION OF THE FIFTH SESSION OF THE UNITED NATIONS FORUM ON FORESTS (UNFF 5)<br /><br />mr. Chairman,<br />First of all, on behalf of the Association of Southeast Asian Nations (ASEAN), I would like to associate ourselves with the statement delivered by Jamaica on behalf of the G-77 and China. ASEAN remains committed to sustainable development, to Rio Forest Principles as a first global consensus on management, conservation and sustainable development of all types of forests, implementation of the proposals for action of the Intergovernmental Panel on Forests (IPF) and the Intergovernmental Forum on Forests (IFF), resolutions and decisions on UNFF Sessions and outcomes of other forest-related intergovernmental meetings, as well as national programmes as the agreed framework for improving forest governance.<br />ASEAN believes that the future International Arrangement on Forest (IAF) should enhance its role in providing a vehicle to more comprehensive and integrated approaches to sustainable forest management and contribute to socio-economic development, specifically food security, poverty reduction and environmental integrity of its Member Countries. In this context, ASEAN would like to emphasise that the function of the IAF to promote the implementation of the IPF/IFF proposals for action and UNFF decisions is of key importance. The supportive role of the Collaborative Partnership on Forests (CPF) in implementation of UNFF decisions is highly acknowledged and needs to be strengthened.<br />ASEAN Member Countries have been implementing national initiatives with their own resources as well as in collaboration with international agencies, multi- and bi- lateral donors to promote sustainable forest management, rural development, and sustainable economic growth. Member Countries also recognize regional cooperation and coordination as affective tools to create innovative outcomes and joint actions on common concerns in forestry beyond the traditional intergovernmental approach. A regional approach will be useful especially in addressing transboundary issues.<br />As Member Countries become more interdependent due to increasing regional and international trade, investment and transfer of technology, there is a need to encourage dialogue and information exchange as well as greater cooperation and partnership towards a consensus on priority areas of collaboration. The international community, private sector and civil society can effectively lend their support to agreed priority areas of collaboration at regional level.<br />Through bodies like the ASEAN Ministers on Agriculture and Forestry (AMAF), ASEAN Senior Officials on Forestry (ASOF) and specific Working Groups, ASEAN continues to implement activities that promote sustainable forest management, enhance capacity building and human development; strengthen cooperation and joint approaches in addressing international and regional forestry issues; and promote trade in forest products and private sector participation.<br />ASEAN has embarked on strengthening its institutional capability and building infrastructure to strengthen and support cooperation activities. ASEAN, through its Secretariat, is in the process of developing appropriate tools to facilitate ASEAN Member Countries in evaluating their efforts in contributing towards the IAF objectives and their linkage to the achievement of Millennium Development Goals. ASEAN is also working towards regional support in the implementation of the IPF/IFF proposals for action and to enhance national forest programmes of Member Countries. To this end, ASOF established the Ad hoc Experts Working Group on International Forest Policy Processes which will function as a dialogue mechanism to promote the implementation of the international forest related commitments and agreements in the region. To achieve the goals laid down, ASEAN welcomes more resources including technical and financial assistance from partners and donors sharing ASEAN's commitment to forest management.
